| NEW CASTLE - A candle in a Halloween display started a small fire in the Westorchard Elementary School library at about 11:30 a.m. yesterday. Fake cobwebs in the display melted and smoldered, dripping down onto a bookcase, said Millwood Fire Chief Jan Schwark. Custodians put out the fire within a minute or two, he said. It was out when firefighters arrived and they stayed about a half hour to help clear out the smoke. "They had a candle there that got a little too close," Schwark said. No children were in the library at the time and the school wasn't evacuated. Chappaqua Schools Superintendent David Fleishman said parents were notified by e-mail. .
